Al-Utbi (who lived in 3rd century) said:
قال العتبي:
Umar(may Allah be pleased with him)sent him some spoils of war that was a two-part piece(had a top and bottom, like a ride and an izar).
بعث إلى عمر بحلل
So he distributed them safely.
فقسّمها
So each and every person got one garment(so each piece was shared by two people, meaning one person would take the top and one the bottom).
فاَصاب كلّ رجل ثوب
He went up on the minbar and he had a complete set(Of the top and bottom piece) himself.
فصعد المنبر و عليه حلّة
He had both garments.
والحلّة ثوبان
So he said:”O people, will you not listen (with obedience)?”
فقال: أيها الناس إلا تسمعون
Salman Al farisi(may Allah be pleased with him) said: “we will not listen to you anymore”!
فقال سلمان:لا نسمع
So he asked:”why O Aba Abdillah (Salmans kuniyah)”
قال: ولم يا ابا عبد الله
Salman replied:”because you distributed the garments to us one garments each person, but you have both garments on yourself.”
قال: لأنك قسّمت علينا ثوبا ثوبا ة عليك الحلّة
So he said:”Don’t be so hasty O Aba Abdillah.”
قال:لا تعجل يا ابا عبد الله
Then he called out:”O Abdullah!”
ثم نادي:يا عبد الله
No one answered.
فلم يجبه احد
Then he called out: “O Abdullah ibn umar(may Allah be pleased with him).”
فقال: يا عبد الله بن عمر
So ibn umar(may Allah be pleased with him)said:”at your service O commander of the faithful.”
قال:لبّيك يا أمير المؤمنين
He said:”I ask you to swear by Allah as a witness.
قال: نشدتك بالله
Is the thawb that I am wearing(the izar,lower part), is it yours?”
الثوب الذي اءْتزت به هو ثوبك
So ibn umar replied:”O Allah(swearing by Allah),yes it is!”(meaning the lower part Umar had on, he actually took it from Abdullah ibn umar)
قال: اللهم نعم
Salman (may Allah be pleased with him) said:”now say what you need to say and we will listen”.
فقال سلمان رضي الله عنه:أمّا الآن فقل نسمع

Shaykh Rabi ibn Hadi al-madkhali(may Allah preserve him) said in Awn Al-Bari bi-Bayan Maa Tadammanahu Sharh as-sunnah lil Imam Al barbahari 1/252
ذكر فضيلة الشيخ ربيع بن هادي حفظه الله-في كتابه النافع (عون الباري ببيان ما تضمنه شرح السنة لإمام البربهاري ٢٥٢/١ )
Firstly: there is no chain from Al Utbi(Aboo Abdur Rahman Muhammad ibn Ubaydullah Al Utbi Al basri)to Umar and Salman (may Allah be pleased with them both)
الاول:انها ليس لها إسناد من العتبي الي عمر و سلمان رضي اللّه عنهما
There is vast space that exists between the time of Umar and Salman and Al Utbi that would break the necks of the camel to try to make that distance.
و بينه وبينهما مفاوز تنقطع دونها أعناق الإبل
Secondly:Al-Utbi himself is majhul(his status as narrator is unknown and no one from the scholars of hadeeth have said he is reliable.
الثاني:أن هذا العتبي مجهول
Those who collected this story(ibn Al jawzi,ibn Qutaybah etc) they did not even mention his name.
Even if we knew what his name was,there is no value to attach a story that has a broken chain this large.
و حتى لو ذكر اسمه،فانه لا قيمة لهذه القصة المجردة من الإسناد
Thirdly:it is an obligation that we exonerate Umar and Salman and Companion of Muhammad صلي الله عليه وسلم from this methodology of chaos (that is found in this story).
الثالث: الواجب تنزيه عمر و سلمان وأصحاب محمد صلي الله عليه وسلم عن هذا المنهج الفوضوي
That which is in opposition to the Quranic and prophetic methodology.
الذي يخالف المنهج القرآني والنبوي
As it relates to the obligation of obeying the people in charge
في وجوب طاعة أولي الأمر
As long as they pray
ماداموا يصلون
That is the methodology of dealing with leaders(that as long as he prays then you hear and obey him),then what about Umar ibn Al khattab(if you have to hear and obey and unjust rulers who just prays,then what about one of the greatest men of this ummah ever)?
فكيف بعمر ابن الخطاب؟
The one who would fill the entire earth with justice(his leadership was known for justice)!
الذي ملأ الارض عدلا
Fourthly:this fraudulent invented story has created an image of the Companions that no religion could be upheld by them with this kind of interaction, and no dawlah(state) could be established with these kinds of interaction.
الرابع:أن هذا القصة تصور الصحابة في صورة لا يقوم عليها دين ولا دولة
Is it just that a companion would just simply see that Umar(the caliph) who has a thawb on that he needs to wear,
ابمجرد أن يرى أحد الصحابة على أمير المؤمنين ثوبا يحتاجه
And he says to him:”there is no obligation upon us to hear and obey you!”
يقول:لا سمع لك علينا ولا طاعة
So then the khalifah after this statement has been uttered, that he is in the interrogation room and he is being suspected and clear himself from the accusations?
و يقع الخليفة في قفص الاتهام
And nothing will get him out of the hot-seat of his honor being suspect except that there is a just witness who comes along to testify in his favor(he is Umar ibn Al khattab after all)?
لا يخرجه منه إلا شاهد عادل
He needs a witness to come forth and show that someone gave him a garment to wear?
أنه قد تبرع بهذا الثوب
What would have happened to Umar ibn Al khattab,if Abdullah ibn Umar was out in a military expedition or something else, and not there(the only one who would come and clear Umar, would they all rebel against him right there)??!!
فكيف ستكون النتيجة لو كان عبد الله بن عمر غائبا في غزوة أو غيرها
Fifthly:this story goes against the general methodology of Umar
الخامس: أن هذه القصة تخالف مذهب عمر
And the Companions of the messenger of Allah (صلي الله عليه وسلم)
و اصحاب رسول الله صلى الله عليه وسلم
And how would they prefer people over others in assigning wealth (there was not this absolute everyone gets one thing as a regulation).
في التفضيل في العطاء
In reality one of them would give a single person five thousand
فيعطي بعضهم خمسة آلاف
And another person would get four thousand
و بعضهم أربعة
And another one would get twelve thousand
و بعضهم اثني عشرة آلافا
And some of them would get five hundred
و بعضهم خمسمائة
Or three hundred
او ثلاثمائة
Based on the foundation of who that person is and the kind of struggle he through in Islam
علي أساس الرجل و بلاىه في الاسلام
And based on a man and his commitment that has preceded to Islam
و الرجل و قدمه في الاسلام
And a man based on how much he is in need,in Islam(i.e he would get more if he needed more)
والرجل و حاجته في الاسلام
Think about the trials that Umar has gone through in Islam
فبلاء عمر في الاسلام
And his status of having a background,
و قدمه فيه
And his need
و حاجته
And his status as well
و كانته
None of that would intercede for Umar in this story regarding a thawb that he needed(who are you to think he would not deserve an extra thawb if that was even the case)?
كل ذلك لم يشفع لعمر في ثوب يحتاجه
Salman would not excuse him for that?
لا عند سلمان
And none of the other Companions viewed that he had any excuse to have an extra garment(that he had to be stopped and questioned)?
و لا عند غيره من أصحاب رسول اللّه صلى اللّه عليه وسلم
And all of them have forgotten the narration of obeying the leader for as long as that leader remains in the fold of Islam?? and they all forgot about something they all agreed upon and understood collectively about giving preference to some people over others due to their status??!!
و نسوا كلهم الأحاديث الآمرة بالطاعة للأمير ما دام في دائرة الاسلام،و نسوا ما اتفقوا عليه من جواز التفضيل مراعاة بمنازل الرجال
Sixthly: how could a Muslim with any intellect be pleased with this dangerous rebellious foundation,
السادس: كيف يفرح مسلم عاقل بهذا المبدأ الثوري الخطير
That no ummah(or collection of people) could live upon and establish their government with,
الذي لا تعيش عليه أمة
And no religion could ever be established upon
و لا يقوم عليه دين
Built upon this fake story
بناء على هذه القصة الباطلة
It is possible that its wording was invented by the enemies of Islam
لعلها من صياغة أعداء الاسلام
In order to attack and destroy Islam and the Muslims.
