The second question is: Is it permissible for a Salafi student of knowledge to go and deliver lectures in venues or gatherings whose people are, in general, acceptable, yet have certain religious violations—particularly Hizbi (partisan or deviant) affiliations, Allah forbid, and the like? Should he lecture among them? That is, if there is a student of knowledge who is well qualified, may he deliver lectures to them?
The Shaykh (Salih As-Suhaimi Hafidhahullah) answered: Yes, subject to three conditions:
The first condition is that this should not be done on the occasion of their organized events, such as Mawlid celebrations and the like, or occasions held to commemorate one of the partisan leaders of this age, or anything similar.
The second condition is that he be competent in what he intends to deliver.
The third condition is that they must not exploit him to increase their numbers and strengthen their ranks; they must not exploit him to increase their numbers and strengthen their ranks.
So if it seems likely to you that they will say, “By Allah, Shaykh so-and-so visited us, and so-and-so delivered a lecture among us,” then in that case keep away from them, do not draw near to them, and seek out those who will benefit from your lectures.
This is what appears correct to me in answer to your first and second questions. End of the Shaykh’s words.
